今天看到BBC words in the news一篇文章發現到關於say的用法問題，

原文: (1) The thirty-six-hour operation was, say the doctors who performed it,

the most extensive face transplant ever.
(2) Richard Lee Norris is, say his doctors, recovering well after the surgery.

我的問題是say的時態與字義，
此處不用過去式的用意為何?
我ㄧ開始的想法是，既然插入句外的句子是醫生所說(speak)的，
應該是使用過去式;
但是兩個句子中，"say"都用現在式，
是否意味此兩處的say是作"引用"(give information)用? 且永遠使用現在式?
另外，我能否將句子改寫如下(以第二句為例):
Richard Lee Norris's doctors said that he is recovering well after the surgery.
由於重點不在醫生說了什麼，原句應是較佳的，
但是我若將say作實際口說之義來重寫，是否能修改如上呢?
