Have you tried "shutdown -p now"? I think Linux powers off the
machine if "shutdown -h now" is used.

I was trying to track it down several days ago, but didn't find the root ca=
use.
It is related to the acpi cpu module but not acpi cpu_cst and acpi
cpu_pst module.
