公車里程計費喊卡 公運處:路網不適合
〔記者吳亮儀/台北報導〕國道即將採里程計費,每天載客量達一百
六十七萬人次的台北市聯營公車原訂明年捷運二期路網完工後,也加
入里程計費的行列,短程乘客可能僅收五元或十元。不過,台北市交
通局表示,經過評估,里程計費確定不可行,北市公車仍將維持現行
的區段收費;而市議員對此看法兩極。
交通局過去曾研擬,捷運二期路網(信義線、松山線等)通車後,隨
著捷運路網逐漸開通,公車載運量慢慢下降,路程也可能縮短,因此
計畫將公車費率從現行的每段收費十五元,改為里程計費,依公里數
不同,最短程可能只需五元;長程乘客也受惠,兩段收費的公車如未
搭滿完整里程,只要付廿元或廿五元。
不過,最新出爐的評估報告指出,北市的公車路網並不適合里程計費,
公運處解釋,現行公車路網太綿密、重複路段多,加上許多路線會繞
遠路載客,若以里程計費,等於讓部份乘客承擔多出來的里程,並不
公平。
對於里程計費喊卡,三年前就主張公車里程計費的親民黨市議員黃珊
珊昨天表示,悠遊卡普及後,公車即應改採里程計費,讓搭車的民眾
實際搭多遠就付多少,特別是轉乘捷運的乘客,常搭不到一段,卻要
負擔整段票價,收費的技術問題在悠遊卡普及後應可解決;不只計費
方式要調整,黃珊珊也說,北市公車路線也該調整,以捷運到不了地
方為主,做好「接駁」的功能。
議員何志偉則贊同現行的區段收費,他解釋,民眾搭乘公共運輸,距
離越長,越應該鼓勵,另外,若按里程計費,上車刷一次卡、下車再
刷一次,無形中增加的時間成本、以及造成的交通堵塞,以北市龐大
的通勤量來看,非常可觀。
