: COMMENT: This looks very good to me, featuring a diverse mix of upside and

one of the best pure hitters in the draft, with a mechanically-sweet swing, an
eye for the zone, and plenty of bat speed. He'd be a very early pick if the
rest of his tools weren't just average, but even without Meadows or Frazier-
level tools, he is a legitimate late-first round pick. A 6-1, 190-pound left-
handed hitter, he is committed to Texas Christian but is signable here. His
plate discipline is considered sharp, which makes sense for an Oakland pick.

BILLY MCKINNEY, OF, SCHOOL (@Billy_McKinney)

PICK ANALYSIS: The Athletics have been more high school oriented lately and
McKinney gives them one of the best pure hitters.
SCOUTING REPORT: McKinney has one of the sweetest swings in the 2013 draft, and
he has hit his way into the first round with a strong spring. He generates
excellent bat speed from the left side of the plate, and he barrels balls with
ease thanks to his hand-eye coordination and disciplined approach. The 6-foot-
2, 195-pounder has strength and should grow into solid power. The rest of
McKinney’s tools are fringy to average, but his arm and speed play up because
he goes all-out all the time. Scouts love his makeup and are confident that
he’ll provide the offense required on an outfield corner. Texas Christian
holds on to many of its top recruits, but the Horned Frogs will likely lose
McKinney when he goes in the second half of the first round.
WHERE HE FITS: McKinney has a similar bat to the Athletics’ two first rounders
last year, Daniel Robertson and Matt Olson and should rank somewhere in the m
iddle of the Athletics’ top 10.

Oakland Athletics
For only the third time since drafting Eric Chavez in 1996, the Athletics used
their first pick on a high school player, getting one of the best pure bats in
the class in Texas prep outfielder Billy McKinney. Overall, the Athletics had
a balanced strategy, with a mix of high school and college, and pitchers and
position players. Landing Mississippi righthander Bobby Wahl in the fifth round
could be a steal, and it will be interesting to see if the A’s can move money
around to land Stanford righthander A.J. Vanegas (19th) or Hawaii prep catcher
Iolana Akau (20th).

The A's had one of my favorite draft classes because they went after some
players in the middle rounds who fell for either signability or because their
springs failed to meet expectations. Billy McKinney (No. 24) and Chad Pinder
(No. 71) went where I expected them to go, with McKinney a potential impact bat
as a left fielder with a very smooth, sound left-handed swing.
Dillon Overton (No. 63) was a bit of an overdraft for me given his shoulder
trouble this spring, although he came into the year as a potential second- to
third-rounder and fits the A's overall plan this year of drafting for value.
Ryon Healy (fourth round) is a solid performer with the size to hit for power
but not the swing or hip rotation he'll need for that. California high school
southpaw Chris Kohler (third round) came into the year as a potential top 30 or
40 pick, but his velocity and command backed up, and several scouts told me
they thought he'd end up at school.
San Diego's Dylan Covey (fourth round) is probably just a reliever and might
not even have the command for that, but they followed up with Ole Miss right-
hander Bobby Wahl (fifth round) and Texas State right-hander Kyle Finnegan
(sixth round), both college starters who project as at least good big league
relievers with non-zero chances to start. Dustin Driver (seventh round) should
have gone on Day 1 as a prep right-hander with arm strength. They will have to
sign someone to an under-slot deal in here to clear money for everyone, but
signing most of these guys would result in a strong class.

Oakland Athletics
We’ve used this word a lot already, but “balanced” is the best word to
describe Oakland’s draft class. Some of their picks may not end up being
signable, but if they do ink some of them, their class looks as good as
anyone’s out there. They landed pitchers like Dylan Covey, Bobby Wahl, Kyle
Finnegan, and A.J. Vanegas beyond the top three rounds, and all of those
pitchers has flashed at least a plus fastball in the past. Again, it’s
contingent on actually get them signed, but that’s one of the best crops of
college right-handers landed by any team this year.
There were a number of teams hoping to net Billy McKinney at the back of the
first round, but Oakland was the team that ended up with him. Left-hander,
Chris Kohler, and righty Dustin Driver also add to a solid crop of prep
players. But, McKinney and his ultra-polished left-handed bat is the crown
jewel, giving Oakland a prep player with the ability to hit immediately as a
professional.
Oakland’s most intriguing pick, however, may have come with the 100th overall
selection - Ryon Healy. Healy’s right-handed power stroke blossomed last
summer on the Cape Cod, and he continued to grow as a hitter this spring. He
has a large, big league body type and may have the offensive profile to start
at first base at the big league level.
Eric Kubota:
(McKinney)"We think he has a chance to go out and play center field," Kubota
said. "He'll probably have to rely some on instinct. He's not your pure
athletic center fielder but very instinctive and, in a lot of ways, reminded us
of Mark Kotsay."You can say his tools are more average than plus, but he makes up
for that in the outfield with instincts and jumps and reads. He's a very
instinctual player, and that's why we think he has a chance to play center
field. It's hard not to like the way this kid plays. He plays the game with
intensity and energy. He's just the kind of guy that people will enjoy
watching."
(Overton) Eric Kubota says the organization is "confident as to where he is
medically.""He's a guy that pitches anywhere from probably 88 to 94 [mph],"
Kubota said. "He can really pitch with his fastball. He's flashed a plus
breaking ball. I know he doesn't necessarily look like a power pitcher
physically, but he can pitch that way at times. He's got a very good changeup.
He's polished and has upside to his stuff."
(Pinder)For now, the A's are viewing him as a shortstop, the same position 2011
first-round pick Addison Russell plays."He's been mostly at third base through
his career, but we were encouraged by his defense at shortstop and we do think
he has a chance to stay at that position as his career progresses," Kubota
said. "We have some guys on our scouting staff who really, really liked him. We
saw him a lot through the spring, and we were particularly surprised he was
still available because he really, really played well at the end of the
season."
