請善用字典
當find 做 "to discover that someone or something is in a particular
condition or doing a particular thing when you see or touch them" 用法時
(1) find + 受詞 + V-ing (表主動) / p.p. (表被動)
e.g. I found the boy crying/ the door unlocked.
(2) find + that 子句 (that可省略)
e.g. She looked at her glass and found (that) it was empty.
當find做to learn/ think/ feel…等用法時 後面才能加上不定詞
意思不同、用法不同 小心勿混為一談 :)

find + (that) 子句用法 當然也可以通
所以學生的句子 動詞修改成過去式 前後動詞時態一致即可
只是原本解答句為"進行式" 語意會更佳
因為是當發現時 那兩位外國人"正在"用中文聊天
用過去簡單式 似乎語意會比較偏向他們"平常"就用中文聊天??
