我上個月問過一樣是先拿到USC ID後，才能寄出財力證明等文件的問題，
我收到電機系所回信 studentinfo@ee.usc.edu

The proof of financial support can actually be submitted after the deadline.
It is just to ensure that if you are accepted into the program, that your
I-20 will be approved. In regards to your student id#, you can contact
graduate admissions at gradadm@usc.edu. They can help you with that question.

有點奇怪，不過還是好消息就是了。
當然成績單都要寄去了，財力證明一起寄去比較方便。
