Foreign Language Ed. (FLE) is more like TESOL compared to English Ed. because it focuses on how a second language (or a foreign language) is acquired.
You will most likely learn second language teaching methodology and second language acquisition in FLE and TESOL, but not in English Ed., but one thing you need to know is that normally FLE program will ask you to pick a foreign language that you want to teach in the future like Chinese, French, or Spanish.
I know many people went to the FLE program at UT Austin and came back to Taiwan to teach EFL, and from what I remember there's also a TESOL specialty within the FLE program for you to choose from.
Some FLE programs even combine with TESOL so you will be prepared to teach not only ESL, but also a foreign language (in this case Chinese).
Do your research and I am sure you will find some useful information.
