結果我自己寫了信去問Postcrossing官方，
官方回答如下：
Postcrossing already keeps track of what members are expecting
and if a certain percentage of postcards are never registered
the member is blocked from receiving automatically.
This includes new members, they have a very small percentage allowed.
The members we are interested in being reported
are those that say in their profile
they won't register certain types of postcards
(e.g. ones on their 'Don't like' lists).
Those members we can stop receiving immediately
until they change their behaviour.

總而言之，是有在管啦！
只不過官方能馬上中止收件的是指名自己不會登記某種類型片子的人。
