: 這句話的意思是說，所有的條件都成立，處方者才可以自調劑。
: 所以處方者幾乎是不能調劑的。
小弟我認為重點應該是4171 (b)這句話

Section 4170 shall not apply to clinics, as defined in subdivision (a) of
Section 1204 or subdivision (b) or (c) of Section 1206 of the Health and
Safety Code, to programs licensed pursuant to Sections 11876, 11877, and
11877.5 of the Health and Safety Code, or to a prescriber dispensing
parenteral chemotherapeutic agents, biologicals, or delivery systems used in
the treatment of cancer.
畢竟眼前想爭取調劑權的是診所醫師為主
這句話應該能理解成診所處方者不適用4170節處方者所能擁有的調劑權
後續可能要看1204、11876等法條對於診所處方者的規定拉
