我直接抓取你的去 JS Bin 產生一個html檔案
檔案內容：

<textarea rows="5" placeholder="你好"></textarea>
<input type="text" placeholder="我好">
</body>
</html>
用以下四個瀏覽器簡單分析：
IE 11：

Chrome：

Firfox：
http://i.imgur.com/Hh50deZ.gif
四個瀏覽器感覺都正常。
比較有差異的點在於，IE當你的鼠標在欄位內時它會把placeholder的文字清除；
其它的瀏覽器，感覺是當有輸入時才會有所動作
。
