[問題] 政府機關的網站算商業網站(可否用GPL)嗎?
我找到一個開放源碼的網頁內html編輯模組~ckeditor
http://ckeditor.com/license
不過他的License我看不太懂，不是很確定能否用在政府機關的網站~

* Personal and educational use of CKEditor;
* Integrating CKEditor in commercial software, taking care of satisfying
