IE, fireefox 都會選 UTF-8
meta 那一行有設等於沒設
http://www.w3.org/International/O-charset 有提到
server settings override in-document declarations.
在沒辦法掌控 server settings 的情況下，有什麼辦法 讓 <meta override header:
