正確來說是過時的標準

Note that in XHTML 1.0, the name attribute of these elements is formally
deprecated, and will be removed in a subsequent version of XHTML.
HTML 5還在草稿階段 不過既然是要取代XHTML 1.0 應該不會走回頭路
除非W3C想自婊
