若題目我沒猜錯的話，
a.ran up是一整個片語動詞，不可拆開成ran the bill up，
解釋成積欠，所以整句是指積欠帳單
b.ran up不是片語，只是單純的動詞+介系詞片語(=P+NP)
因此可以拆開成ran the hill up，
解釋成爬上山坡，和a句的結構完全不同
