it is reported/believed/said
是很常見的用法
如果還是不知道為何，可以參考如下
it=dummy subject
表示後面的那段話
that the heavy rain.....flood.
所以也可以把後面那段話移到前面，就變成
That the heavy rain was the cause of the flood is reported.
