你先把 more likely這個副詞片語 移到 to 的前面，變成 have been more likely to V
而 S + have/has been more likely to V 意思是:自...以來，S 都比較容易/傾向於...
ex1: Since 1972, young women have been more likely to vote than young men...
ex2: Historically, men have been more likely to cheat...
(此二例句出自網路文章)
而文章裡這句話的 have 之前還有 would，可以解釋成假設語氣法。
