It is the recoil limit. Doppler limit is a limit associated with the excited
state linewidth:
For a laser beam that can address atoms at rest, it can also address moving
atoms that have the laser frequency Doppler shifted within the excited
state linewidth. Thus there is a finite velocity distribution of this cooling
process; the corresponding temperature is then called the Doppler limit.
