A good PhD would have good ability at justifying students' achievements; They will read everything you provide and think about it. For me, I won't bother students having some courses not once passed. If you eventually got through the difficulty and passed it, that is. Remember, they are looking for students who can work in the future, not past. Unfortunately, there are always some lecturers do not think so. Anyway, if they think you are not good enough, don't stop there. Find a place and start from there.
