補充一下
昨天也有遇到這狀況,照客服說法是只要是政府發的文件可證明是你本人即可
我是直接提供健保卡,除了名字和大頭照與身分證前幾碼之外其它部分都黑掉
證件上面還用小畫家貼了一堆for verify上去,之後他們說會把這帳號加到白名單裡面
推測是它們系統似乎會比對網站註冊信箱和paypal是否為同一個,如果不同而且沒通過
電話簡訊認證的話就會擋掉,偏偏他這家對台灣手機號碼似乎有問題orz

客服問我為何註冊帳號和Paypal不同時,我直接和客服說我帳號是分開管理的
經過幾封信之後就可以買了
