先說聲對不起，我是今年要畢業的金融所學生，看到GRE的題目又自不量力
想插花一下........如果覺得不好就請版主動手刪掉～不用客氣
其實黃冠文的講法蠻符合直覺的，題目是說在1980年之後有裝設備比沒裝設備
的地方洪水損失來的大，但問題是"沒有跟自己比"，就像他說的，沒防洪的地方
本來就沒有洪水，當然損失一定比較小囉...所以如果在1980年之前，沒裝設備的
地方沒有洪水的話，當然就可以反駁"mistakes and watse of resourdes"的講法
另外一種類型就是就是他因造成這個結果，譬如說裝有設備的地區因為河道工程的
關係，使得洪水氾濫的頻率上升諸如此類的.....
