這是我對Brecher的理解
他的理論包含了作業環境(Operational environment) 及 心理環境(psychological
environment)兩個部份
作業環境包含外部層次和內部層次
外部層次指的是全球(我想可能是Waltz那種權力分配的系統層次)、或者是bilateral(我
的理解是國與國之間的關係，才用雙邊之類的)，畢竟interaction between countries
和 international structure不一樣
內部層次就像是政體特色、國家的性質吧
心理環境除了包含決策者個人的認知外，還有社會化之後帶來的態度和價值
我看到後面 attitudinal prism refers to the attitudes generrally held in
society concerning their identity and history, which also color elite beliefs
and attitude
但願我理解沒有錯誤
