it's because of the fee problem that she didn't have Health Insurance then,
(but before that period, she had Health Insurance for a while)
so, do you mean that we are unable to have the refund,
even we pay our debt now?
That raise another question, if that's the case,
why do we "have to" pay the part that we didn't have...since it has past..
and we didn't really benefit from it.
do we have to pay some interest on it even we insist not to pay our debt now?
From what i know, there seems to be a confusing period that many people didn't
involve in this system and didn't pay the debt..
but as long as they pay current insurance fee, that can enjoy
the right now and forget the past...am i right about it?
