[問卦] 有沒有中華電信連外頻寬不足的八卦?消失

大家好,這一、二個月連美國某些 server 的速度變得非常慢,只有幾十 KB,
換了好幾個不同地點的光世代測試都是一樣狀況,
但是透過架設在美國的 VPN 又沒問題。
懷疑 root cause 是中華電信,請問有人知道怎麼回事嗎?
以 kernel.org 為例:

: 可以看出德國debian很夠力,無限速,隨便就提供d.免空下載速度63000k,
: 更不用說滿足c.2500k b.800k a.200k
: 可是為什麼a.下載只有區區200k ?
: a.的寬頻是100M耶!100M換算最高可有12000k
: 200k對比12000k是多麼渺小!
: 你不能怪是因為德國debian網站問題如何如何,上述已經說明,
: a.b.c.同樣都是中華網路,為何a.下載就只有200k ?
: 我的猜想,中華電信政策性限速,因為連外寬頻有限,
: 至於怎樣決定a.b.c.誰快誰慢?我不知道中華內部是根據什麼來弄的,
: 反正結果就是a.下載最慢,
: 感覺很無奈,我之前抱怨台灣大寬頻也是如此,沒有比較好,
: 所有寬頻業者都一樣,連外沒拓寬?因為拓寬需要花很多$,
: 說到要花很多$就沒動作了,沒下文了,是這樣麼?
