"中華民國還在聯合國"這個謠言就不要再以訛傳訛了很多人看到聯合國憲章第23條有"中華民國"就認為中華民國還在聯合國讓我們來看看23條關於安理會成員的組成一、安全理事會以聯合國十五會員國組織之。中華民國、法蘭西、蘇維埃社會主義共和國聯盟、大不列顛及北愛爾蘭聯合王國及美利堅合眾國應為安全理事會常任理事國。大會應選舉聯合國其他十會員國為安全理事會非常任理事國，選舉時首宜充分斟酌聯合國各會員國於維持國際和平與安全及本組織其餘各宗旨上之貢獻，並宜充分斟酌地域上之公勻分配。英文原文如下 The Security Council shall consist of fifteen Members of the United Nations. The Republic of China, France, the Union of Soviet Socialist Republics, the United Kingdom of Great Britain and Northern Ireland, and the United States of America shall be permanent members of the Security Council. The General Assembly shall elect ten other Members of the United Nations to be non-permanent members of the Security Council, due regard being specially paid, in the first instance to the contribution of Members of the United Nations to the maintenance of international peace and security and to the other purposes of the Organization, and also to equitable geographical distribution. 請注意，"蘇聯"這個國家也在憲章上但是蘇聯早在1991年就解散消失了開會決定由蘇維埃聯邦成員國裡面最大的國家俄羅斯繼承其權利聯合國的各種文件也都是寫俄羅斯Russia而不是蘇聯the Union of Soviet Socialist Republics 不會有人拿聯合國憲章來說蘇聯還在聯合國那為什麼憲章還有中華民國跟蘇聯因為憲章是聯合國創立時1945年所訂定的而中華民國跟蘇聯是聯合國的創始會員國之一回到主題隨便查一下聯合國的會議紀錄就可以發現 PEOPLE'S REPUBLIC OF CHINA MISSION TO THE UNITED NATIONS Statement by H.E.
