您的兩個問題如下，我也用 OV 後面的解釋回覆會更精確:
1. 為什麼C的from後面可以用主動，energy會主動做dissipating的動作嗎
OV 解釋: Dissipating is not a transitive verb (並非及物動詞)
您說對了，energy 必須要主動作 dissipating 的動作
2. 為什麼as a result of 不行？
如果真的想表示藉由boundaries
不是應該用through +N或by+Ving嗎
還是說by後面接什麼都可以？
我認為，當文法不容易看出錯誤的時候，必須要先看句意的部分:
OV 對整題的解釋:
water layers (等同於 boundaries) in the ocean
prevent acoustic energy from dissipating.
(D) its acoustic energy prevented from being dissipated
as a result of (boundaries)
OV 對此選項解釋:
being dissipated as a result of makes it unclear whether the
boundaries contribute to energy loss or prevent it.
如果如 (D) boundaries 放在 as a result of 後面，
則 boundaries 可能為 "prevented from" 的主詞 (此題正確句意)
或 "disspipated" 的主詞 (和本句相反的句意)
(C) 的 by 必定指向 "prevented from"，而沒有如此的問題發生。
不過我想，其實主要是說，可以當主動的動詞 (如 (C) 表示)，
硬要用被動表示 (如 (D) 表示)，相對也比較不好就是了。

(C) 的動詞是使用主動的用法，"dissipating"，
很明確指出做這動作的必定是主詞 "its acoustic energy"
所以 by 當然指向使用被動的動詞 "prevented from" 了
→
