我個人認為，since後面由於接的是過去的時間點（led），表過去事件（以下以A代替）
因此it has been many years since 過去事件A
指的是「距離 過去事件A 發生到現在（句子用has been）已經隔了好幾年」
這樣的翻譯是沒有錯的。
至於原po所提出的另一種可能「事件A這幾年來一直持續發生」
那就會寫成 the restriction has led to ....for many years.
(事件本身就用has been 表達過去持續到現在的概念）。
