反之逗點後面接的是正確的主詞就沒有脫節的問題,
總之這題一樣要從句意來看,
不管intiating前面加了什麼鬼東西,
你要想誰會去實施全國最全面和最激進的禁菸法?
當然是加州(California),
所以ABC脫節馬上秒殺,
E的per capita和per person重複,
加上最後一句沒有a drop導致more than沒有明確修飾對象,
所以選D
