4 Members which do not participate in at least two of all FIFA competitions
over a period of four consecutive years shall be suspended
from voting at the Congress until they have fulfilled their obligations
in this respect.

會員國若不在連續四年之內參加(舉辦主場?)至少兩次FIFA的比賽，
應該要被暫停在大會裡面投票的權益(暫停會員權益?)，
直到他們完滿的實踐了他們對該義務的尊重。
