 Hay I just checked out the text submitted with this pr and it sure don't
 look like mangled text to me.
 I see no reason why this pr was closed.
 A simple cut and past is all that was needed to capture this text from the
 PR.
 How about some one else reviewing this pr and following through adding it to
 the handbook.
