Re-enabling the web build script

I'd like to re-enable the web build script in 12 hours or so and make
the new site design live.  The English and Japanese websites should
now build from CVS.  Can everyone please take a look at the latest
code in CVS and look for any major problems that need to be fixed
before going live?
