A lot of people expect to ust be able to run "startx" and have it recognize a mouse, keyboard etc. With that said, it is quite possible, and very simple to run x without hal. But then you need a xorg.conf, and you won't get automatic recognition of devices (keyboards, mice) that are plugged in after you've started x, regardless of whether they are in xorg.conf or not.
