AFAICT, your patch does not fix the problem.  After a 
'svn update' and buildworld/installworld cycle, I still
the problem

% cd /usr/src
% make clean && make cleandepend
% make clean && make cleandepend
% cd lib/ncurses
% make depend
% make
.....
*** Error code 1

Stop.
make[1]: stopped in /usr/src/lib/ncurses/ncursesw
*** Error code 1

Stop.
make: stopped in /usr/src/lib/ncurses
