The problem is that it ain't easy. :)  Currently, MK_GCC==no simply
disables building everything under /usr/src/gnu/usr.bin/cc, which has
all the gcc subcomponents.  And you cannot just build cpp by itself,
specific gcc support tools need to be built first.
