EMI is unlikely to sign a bunch of kids who play their local venues for much the same reason - they might think the music is marketable, but they don't know how to market that particular artist. Some companies specialise in rock, others in classical. It is no different with games publishers and their respective software houses. Some publishers feel happier with some titles.
