我覺得這是很有趣的問題，其實這不是用法的問題喔！！
這兩個concern的意思是完全不一樣的，大家有注意到嗎？
這也是為什麼我強烈建議英英的字典原因，我採用的是M-W Advanced Learner's
Dictionary的解釋。
第二句的concern是解做，大家會顧慮的點。
Concern: something that causes people to worry [可數]
Ex: The economy is one of our main concerns. (經濟是我們的顧慮之一)
第一句的concern是解做，在乎或注意的點，我知道這個中文翻起來看起來都一樣，可是英
文意思是不一樣的。
Concern: a feeling of being interested in and caring about a person or thing
[不可數]
Ex: His concern with the well-being of his family is obvious.
(他對他家人的在乎是非常明顯的。)
因為意思不同，用法也不同。不能一概而論，concern with/for 和單獨使用concern當名
詞，意思不一樣的。
強烈建議參考英英字典，這真的有時候很難用中文去解釋。而且M-W的學習字典不到一千塊
就可以入手，好讀又好用。我覺得他們的編輯真的很用心，解釋上盡量以清楚明瞭為主，
例句超多，各種常用的用法都告訴你，非常適合外國人學習。
