先把這個句子拆成兩句：
1. Elspeth Fanshaw is in charge of contacting all major banks.
2. All major banks' main headquarters are located in Nothern Europe.
這裡有一個所有格 所有主要銀行"的"，所以選擇一個具有所有格詞性的關係代名詞，
這裡只有 whose，所以答案是C。
D不是答案的原因在於，which 沒有所有格的功用，因此無法代替前行詞 all major
banks'。
