It is adj of sb to do sth 是一個句型，代表「某人做某事是很adj的」，
It 是虛主詞，to do sth 是真主詞，of sb 是當副詞修飾 adj。
這句等同於 He is stupid to speak ill of others.
此時主詞變成 He，而 to speak ill of others 變成表原因的副詞片語修飾 stupid
