第一句文法錯誤，助動詞和be動詞不能同時存在。
但助動詞和be動詞原形(be)可以同時存在。
第二句要分析出句子的主詞和動詞，
主詞是he，動詞是was，the most...period是主詞補語，why是疑問副詞，
這句話已經有be動詞了，不需再有其他主要動詞了。
這句話若變成直敘句，則是 =>
He was the most significant...period for some reasons.
for some reasons 為表理由的介系詞片語當副詞用，
變疑問句後，詢問理由的疑問詞就變成了why，
而疑問句基本文法結構就是「疑問詞+be/助動詞+主詞...?」
