Suppose somebody puts her five-year-old in the driver's seat of her car.
Somebody says: "She's too small to be handling a car." The mother says: "What
could she possibly do?" "Well," her friend says, "she could put the car in
reverse and run into a couple of parked vehicles." (That actually happened
here in Charlotte recently.)
On the other hand, "She's too small to handle a car" might mean that the
child can't do anything with the car (which is probably what her mother was
thinking when she left the child in the driver's seat.)
