這個解析部分我有不同的看法。
一般來說，that為關係代名詞引導形容詞子句時，
本身在形容詞子句當中，除了連接詞功能之外，
必定兼為形容詞子句的主詞，或是形容詞子句的受詞。
但是在When was the the last time that you exercised ?這個句子當中，
形容詞子句的部份，主詞為you，而exercise此處用法為不及物動詞，
故不缺受詞，可知that僅為純粹的連接詞功能，非引導形容詞子句，
而是引導名詞子句當the last time的同位語。
同樣功能的例句網路上google一下很多，
我隨手找了幾句：
When was the last time that you went out of control?
When was the last time that music moved you?
這幾句都可以更明確的看出，that引導的並非形容詞子句，而是名詞子句。
: 造句: She is the person who chaired the session yesterday
大大舉的這個例句裡，who同時兼具連接詞與主詞功能，的確是形容詞子句無誤。
