Instead, a supposedly safer wheeze is generating enthusiasm: to head into the
next general election promising a formal renegotiation of British ties with

problem is that a negotiate-then-validate strategy is just a prettified form of

Germany may be bluffing a bit, but not wholly. Nor is it easy to see why MPs
think a referendum to validate new terms of membership is safer than an
in-out vote. Draw a map of possible outcomes, and to avoid defeat the future
government would need to secure a renegotiation, win hefty concessions,
convince the public that they were hefty and then persuade voters to answer
the question on the ballot paper rather than generally vent spleen. A single
wrong turn would lead to the EU exits.
德國或許有點在虛張聲勢，但也不盡然。同樣的也很難去了解為何國會議員會認為舉行
公投去通過協商成果會比直接用公投來決定要不要留在歐元區這舉動來的安全。試想一下
可能的後果，要去避免新政府的挫敗需要保證可以進行重新協商，贏得極大的讓步，說服
民眾這是歐盟的一個大讓步，再說服民眾去回答選票上的問題而不只是發洩怒氣。走錯一
步將導致英國退出歐元區。
