這在一般文法書沒有提到，但老外還滿常用的「同位語」的概念。
還原句子如下：
A new kind of electrical meter will be installed in this city,
one (that/which is) smart enough to engage in two-way communications with the
power plant.
中間省略了關代 which is或that is.
重點來了，要搞清楚one是同位語，就是指A new kind of electrical meter。
如果你有常讀原文書的話，就知道老外常在一個句子用one來作同位語，再繼續修飾。這
在一般的文法書是找不到這用法，必須靠實際閱讀大量的美國人寫的著作或文章就會發現
老外常用這種修辭。
