The answer is C, meaning impossible for past event.
A is Chinese grammar.
D is future tense.
p.s. "that" is like "it" here. "So" and "that" are not together here,
because "So that" does not make sense here.
Actually, some people think "so that" might be together here because the
sentence has a grammar mistake.
"I heard she left the country. So, that could not have been her..." or
"I heard she left the country, and so that could not have been her..."

He gave the reports to his manager
