[文法] whether的用法

自己對whether的用法的理解是類似if，
所以看到句子裡用whether結果卻突然斷掉，
可是下句又是有關係的句子就覺得很奇怪，
"."那邊不是應該改成 "," 嗎？
有點好奇這樣的句子文法是對得嗎？
