我個人的解讀是這樣的
一開始這各 project 花了大筆的金錢 ... blah blah blah...
但隨即才發現 (注意到) no A, no B, ....etc.
這表示在此之前, A, B, C 這些結果是沒有預期到的, 或是不知道會有這樣的後果
但是相反的
會對環境造成破壞 ..... etc. 卻是本來就知道的
(因為這各計畫是在最vulnerable, beautiful....的地方進行的)
所以用 to the contrary 是來表示前後相反的語氣
如果有前後文, 應該就可以更清楚的知道了
