我再來嘗試解釋一下
選c的原因跟both的位置有關
both後面接的是兩種對等同類的事物
所以如果both是在by前面
那麼後面接的就要是接以by開頭的子句
如果是
We judge friends by both.......
那就不用重複by（a）
如果是
We judge friends by what they both....
這樣後面接say and do就可以囉（b）
