因已開發國家僅針對"應採振興經濟方案或緊縮政策"以及是否開徵國際銀行稅而爭論
不休，所以多倫多的G20峰會不太可能處理最落後國家的重要議題，如改革IMF等國際
金融機構並增加落後國的發言權、放寬IMF的貸放條件、確保受援國的金援穩定、以及
開放先進國市場供其進入等。
