[文法] than that/what子句？

請問一下，我看到雜誌上有一個句子： The promised target is no different than that alredy passed by the House of ↑↑ Representatives, and considerably lower than what other rich countries have promied. 請問，箭頭處的that，在我的文法觀念中，不是應該用what嗎？ 也就是必須用what去引導「省略（子句本身）前方名詞」的後接名詞子句， 才是合乎文法？ 因此雜誌上的上述句子到底是算寫錯或印錯（排版上這不是不可能）， 還是另有文法上的答案解釋？懇請高手分析指點...謝謝啊....
