[文法] 一段在念托福上看到的句型
在念托福時看到了這樣一個段落，不太瞭解他在文法上的結構：
However vocal the critics of environmental protection efforts may be, given
the very considerable body of environmental legislation that exits, it is
safe to assume that their views do not represent the majority opinion.
中文翻譯為：
不管對於環保工作的批判聲浪有多強烈，從可觀的環保相關立法體系來看，可以很正確地
假設批判觀點並不代表多數人的意見。
我不懂的是頭兩句
However vocal the critics of environmental protection efforts may be, given
the very considerable body of environmental legislation that exits,
以下是我的問題：
1.vocal, may be, given 在這裡分別是怎麼被使用的
2.而這兩句在文法上的結構，又是怎麼組織的
