Question (1) enquires the planning of the answering person
for this weekend at the current moment. For example, I had a plan
to attend the temple this weekend, I could answer you because
I had an existing plan for the weekend, which is in the future.
Question (2) enquires the planning of the answering person, but
in a future tense, which indicates a plan which has not been fixed yet
and as such, the answers expected is less rigorous than that would
be expected from question (1). Some linguists may say that this
question is un-answerable as we do not know what we would plan in
the future.
I stand that question (2) is not as appropriate as (1).

Usually we would omit the word lunch, and just say
"What's today's special?" to ask for meal of the day.
